Does the power brick have a 3 prong or a 2 prong plug and if it has a 3 prong one is it properly grounded? Computer equipment has to be grounded properly or it will accumulate static electricity and electrocute you a little bit. A bunch of Dell M1530 owners had this problem a while back due to a 2 prong (ungrounded) power brick.

a 2 prong plug came with it.maybe if used a 3 prong adapter on the brick it would stop?

If the socket on the power brick only has two pins, then there is nothing you can do about grounding it. I would talk to Toshiba and see if maybe they can hook you up with a new 3 prong grounded brick since after all your laptop is under warranty and it appears to be a design flaw.

No problem man. That's what NotebookReview is here for besides, well, notebook reviews. BTW welcome to the forums, and good luck with getting your power adapter replaced.
