Which of these startup progrms can I safely disable? I don't want any unnessecary software to run when I start up.

You can disable pretty much everything that starts with "toshiba".

I would just disable toshiba flash cards.

The rest is up to you, do you use them?

I'd say disable them all, the ones that start with Toshiba, and then add the ones back one that you need, so you know what each and every entry applies to.

It really depends on what you need. Personally, I'd probably find all of the Toshiba ones useless, as I don't really do anything that requires them, but you may want to leave some running in the case that you do actually use them. HDD Protection sounds pretty handy, and HDD SSD Alert is probably important too.
