Okay guys, I got this laptop from a friend and it appeared to be a standard non-display boot up.
However, after tinkering with it for a few minutes, I feel a bit stumped as to what could be halting this laptop from booting up.
So, here's what happens:
1. Laptop gets powered on, the light activity indicators all flash. To me, this is good news that the HDD is recognized and booting up.
2. The display DOES NOT turn on at all, but I have no reason to suspect that it's a faulty monitor. This display isn't damaged and I don't think the user I got it from damaged the display in any way. Also, since the L645D has only VGA out, I booted up the laptop with a VGA cable to a TV and nothing showed up.
3. Finally, the fan for the laptop is acting like it has bipolar disorder. Half-way through the boot process the fan suddenly goes from the normal idle speed to full intensity and back to idle speed. It cycles ever few seconds.
C. So this is what I'm at so far in trying to figure out a problem, I'm stuck with either a faulty CPU (AMD series) or a faulty GPU (Integrated card, not sure what model). I'm leaning more towards the integrated GPU being bad since I couldn't get VGA out and that could explain the crazy fan speeds.

have you tried the obvious like boot with no HDD and boot with no ODD connected and also tried different RAM modules?

I took the machine to work and asked my boss about it, and he thinks similarly that the onboard GPU (Radeon HD 4250) is toast.
Not to fear though, I found a mobo replacement for $130 so I'm pretty sure I can breathe new life into it -
Problem solved: On the back of the wifi card is folded material that appears to short out the motherboard if it unfolds in the chassis. I removed the material and the machine booted up correctly.
