Ok im using Riva Tuner to overclock my CPU and used 732\1464\949 settings for my intel core 2 due mobile T9500. the problem is it auctually lowers the frequency detected by SpeedFan. When my settings are implaced i get about 1200 MHZ but when i shut it off it reads 1815mghz.... am i doing something wrong?

Riva Tuner is overclocking your GPU not your CPU.

then why does it effect the frequecy of my CPU reported by speed fan?

Download CPU-z and GPU-z to confirm the clocks.

It's not the Riva Tuner that effects your readings but the Intel Speed Stepping technology which reduces the MHZ of your T9500 CPU to save power when it's not under load and does the opposite when you put load on it.
