This driver was released 10 December 2008, but Toshiba still hasn't released their OEM version (see note below). I will install this new driver using Intel's instructions found in the readme from the above link, and report back on whether it was successful or not.

Installation went well.
I used the zip file download from Intel (link is in op) and followed the manual installation instructions found there, the only thing unexpected was that at system reboot, these 3 files needed permission to run:
hkcmd.exe
igfxtray.exe
igfxpers.exe
I did some checking and found that their functions can all be accessed by right clicking on the desktop, so I disabled them from running at startup by using msconfig, just to get a faster Vista startup by not loading unnecesary processes.
If any problems come up I'll post again, but for now it looks like the new driver from Intel works just fine on my Toshiba's Intel 965 Express chipset, so now my integrated graphics chip (the common Intel X3100) has support for OpenGL 2.0 plus extensions.
