I am unable to connect toWiFi on battery power when I'm usimg the Balanced power plan ('connected', 'no internet access'). I have tried setting WiFi for 'Maximum performance' with no success. I have no problems connecting to WiFi via the High Performance power plan using battery power. I also have no WiFi issues via any power plan when plugged in.

I have updated to the latest Realtek driver (from their site) and the latest BIOS. Is there any way to make WiFi work via the Balanced power plan? My device: Libretto W100.Thanks.

Try a system restore back to a date when you didn't have the problem (or has it always been this way?).
