When I originally bought this laptop a year ago I had no issues with it overheating. For the past few weeks it has shut itself off many times due to overheating. The fans are working and nothing is blocked when I am using it. The process accelerates if I am watching a DVD or doing something that utilizes the optical drive a lot.

Is it normal for this laptop to develop this condition after awhile?

You may want to get a can of compressed air and blow out the vents. You may not see anything blocking it, but there can be a thick layer of dust clogging the copper fins. I've open many clean Toshiba A & P series notebooks to find massive amounts of dust on the fans and clogging the heatsink fins. A good can of compressed air always does the trick.
