    Power problems.

    I can only run my laptop on low power or it will constantly reboot. I have installed a new fan and heat sink assebly. I also used Artic Silver 5.

    Is the CPU going bad?

    Your notebook may just be getting excessively hot. Try to keep it in a cool environment, or cool it further by using a notebook cooler.
