I've tried every boot option in safe mode with same result. Starts to boot, quickly blue screens, then reboots it self. I've tried booting on the Recovery Disk but it doesn't boot far enough to recognize there's a disk in the drive. I can't get into the bios either.

    Any suggestions?

Put the recovery disk in and press "c" while it boots up.

Other Toshiba laptops immediately boot to CD/DVD.

I cannot say with any experience that your model will do this, but the x205 series does.
