We just experienced a problem with the main power mode on our laptop
computer (Toshiba Satellite 1005-S157) in that when the battery (not
charged) is NOT inserted, the AC power does not start up
    properly.

For some reason, when we do INSERT the battery (it's an old one that
doesn't perform long when fully charged), it DOES starts up at times
    with the AC plug inserted.

When checking the little white light bulb on the menu, it reads:

"Full power remaining: 0% on AC power"

It should read %100 if I'm not mistaken...

We are also "blocked" out of using the "Power Options Properties"
    box...

Any help would be appreciated - Thanks!

If it's not powering on correctly when the battery is not in place, then there is most likely a problem with the systemboard/charging board. Normally, there's a grounding clip that needs to be in place while the battery is inserted, but if it's not making full contact it may not boot correctly. Since this is not the case (not powering on when no battery connected), then it either means that the systemboard is causing a problem, you may also want to check the AC Adapter.
