I did many experiments with my TOSHIBA L650 and i want to share my results with you :D .

    1. Undervolted GPU BIOS

My L650 got very hot and loud after some time and i didnt want to hear the fan spinning at 100% all time while gaming. So i build an undervolted GPU BIOS with 0.9 Volts while running in performance mode ( original 0.95 Volts).
The clocks were not changed and run stable for me ( 450/800) :D .
BFBC2 runs in dX11 on High settings ( effects medium and AF/AA and rest off)
    with 40FPS in 720p resolution in combination with a i3 380M @ 2.53Ghz.
The fan runs at acceptable 50-70% speed an is much quiter :D .

    2. Overvolted GPU BIOS

For those people who want to try HD5730M clocks on their laptop. But this will not work on L650 notebooks with a newer revision and which dont have a programmable power management.
The clocks were not changed but the voltage from 0.95 to 1.20 Volts  !
720Mhz vCore and 1000Mhz vRAM were the highest stable clocks  and MUCH heat . This notebook has a bad cooling solution and at 105C it will shut down to prevent damage. I reached while gaming 95C in avarage for the GPU but 5 FPS more in BFBC2 arent worth this HEAT. Sometimes RivaTuner will make mistakes while OCing so Memory Clocks were read false or GPU clock is set false.
However if you really want that flash it.

    INSTRUCTIONS:

DO THIS AT YOUR OWN RISK! YOU MIGHT LOOSE WARRANTY FOR OVERVOLTING! I AM NOT RESPONSIBLE FOR ANY OF YOUR MISTAKES!

    1. Download the BIOS you want to flash undervolted BIOS or overvolted BIOS .

    2. Unzip the file with 7zip.

    3. Open the unzipped folder.

    4. Disconnect all USB/other devices from the notebook.

    5. Connect powersupply.

    6. Run the InsydeFlash.exe.

    7. Wait until the notebook shuts down.

    8. Start it again.

9A. Enter windows and get GPU-Z to check new values!

9B. For checking the undervolted BIOS you will have to run ATITool scanning for Artifacts in the background.

    10. Enjoy! :D

    TROUBLESHOOTING:

-> Undervolting/Overvolting didnt work?! Check if ATI Powerplay is activated.

-> Overvolting didnt work with activated PowerPlay?! Then Overvolting isnt possible on your notebook. Check the revision!

Updated! All L650 PSK1JE versions are working! It doesnt matter if you have for example -1mt or another type. Important is just the Part No. ( see below your laptop) - PSK1JE !

I have the same laptop model L650 but i can't overvolt to 1.0, well i can, but it doesn't let me overclock anymore.

i can undervolt fine though. (stated in your other thread)

As far as i know there are diffrent mainboard revisions and diffrent chips wich were used in this laptop. Usually Hardware always stays the same but it might be that it just wont work because you have other chip parts. Your board seems to be one of the first ones, because you can go up to 650Mhz without any problem :). Mine is older = bad quality because already more HD5650M chips were produced. You had the luck to get a HD5730M chip because it will perfectly run 650Mhz Core as you said and with 1.0 Volts you would reach 700-750Mhz.
I prefer staying undervolted cause my system works perfect:
When im not @ home i just use XP and Notebook Hardware Control. I have already an undervolted HD5650M and the CPU runs @ 931Mhz wich is fast enough. XP works smooth and Office etc. to. I get 4 hours Battery-life.
When gaming ( actually waiting for my SSD to come, bacause Microstuttering comes from the HDD) i run 500Mhz Core and 1000Mhz vRAM, CPU is @ 2.53Ghz and its great. I never expected to much from that GPU.
But i can understand that youre sad because Voltage rising isnt working?!
However be happy with that what you have and enjoy gaming. 5 FPS more are not worth that heat.

P.S. to make a list on wich NBs the unlock works tell me your Board revision. SiSoft Sandra or GPU-Z should show it ( i dont really remember). I think mine was 1 something...

This BIOS mod will work with all TOSHIBA L650-xxx PSKxJE laptops.

    -xxx= variable customisation number example: i3 2.53Ghz+ 4GB RAM + 500GB HDD= 1mt
    PSKxJE= motherboard part
    x= variable

If you have an PSK1JE Part No. you can flash definitely. Pics are coming in 10 Minutes.
