I have the Toshiba A100-847 PSAA9E-0R101QAR laptop and I have 4GB ram installed on it.
Yesterday I installed Win7 64-bit system but when I check it on the computer properties I only see:

Installed Memory (Ram): 4GB (3.00 GB usable)
    System Type: 64-bit Operating System

What should I do to use my full 4GB ram?

I'll add one other possibility. Does your graphics processor share system RAM? If so, there is at least part of your loss.

Yes, supposedly it does, but it seems that due to some hardware limitations (some hardware use memory mapping and it seems that bad management of this memory can lead to 1GB being unusable).

Maybe updating the BIOS will make things better...

EDIT: serenityconsulting also might be right... What is your graphics card?
