I am now wondering if I should buy another Toshiba laptop at this time. The laptop I bought, came DOA with a problem that it would stop charging the battery even thought the unit was plugged in. The charging would only resume once the unit was powered off. It would alsodrain power off the battery even though the AC power status light was green and indicated the computer was getting power from the outside source. This was on a m30x.

Now I have been looking around on various forums, and find that same problem but with different models. Is this a flaw on all Toshiba laptops?

For instance, here is the same problem on a P15

Here is one on a Tecra 8000

    Similar problem with a A75

I am worried about going for another Toshiba laptop since this problem isn't just limited to one model, but almost every model. What is going on?

Toshiba's quality has dropped in the past few years. To be honest, all manufacturers have dropped in overall quality in the past few years. I think it generally comes down to money. Having to put a lot of new technologies into units and still making it reasonably priced, cuts will have to me made somewhere. It looks like overall quality was the item that suffers. The issue with the charging issue is not limited to just Toshiba notebooks, although some users have had this issue. Many brands out there have reported similar issues, but it's not a very common thing. These poeple may have just received a defective unit. You may want to give Toshiba another try and see if they can redeem themselves.
