A damaged LCD would just not work. I don't think their would be system beeps.

    http://www.pchell.com/hardware/beepcodes.shtml

From what I'm reading...some possible problems (I'm not sure what type of BIOS you have, so I'm gonna list what might be relevant):
    • Power supply or system board problem
    • Your computer has memory problems. First check video. If video is working, you'll see an error message. If not, you have a parity error in your first 64K of memory. First check your SIMM's. Reseat them and reboot. If this doesn't do it, the memory chips may be bad. You can try switching the first and second banks memory chips. First banks are the memory banks that your CPU finds its first 64K of base memory in. You'll need to consult your manual to see which bank is first. If all your memory tests good, you probably need to buy another motherboard.
    • It could also be a bad timer
Most of these point to either a memory or a motherboard problem. Most memory does not fail ever, but start by buying a cheap 512MB stick and inserting just that. Then remove the battery and try a NEW AC adapter. These two steps are relatively cheap to do.

After that, the motherboard is probably fried...that isn't cheap. Between a motherboard and an LCD replacement, you're easily looking at the cost of a new laptop just for repairs!

I would first re-seat the memory(make sure the ram is firmly inserted).

Also how was the laptop damaged(dropped/impact/etc)?

is it possible that the ati video graphic chip could have burnt out i pulled down and noticed that the aluminum heatsink plastic clip had broken dislodging from the chip. the heatsink wasnt making contact with the board but is it possible that serious thermal damage to the video graphic chip could cause an error beep code to appear.
    regards Shaun

From how high? Its entirely possible the main board was fatally damaged in the drop, maybe even the HDD.

Try reseating the RAM and HDD (hard drive).
