I have just got ahold of a broken Toshiba Satellite M70, and have fixed it by replacing the MXM video card (ATI X700) with a new one.
Bad news is when I stripped it down, there was of rust everywhere inside of the chassis. Is this normal for this type of model?
It must of been there for awhile, because I can see some rust on the outside speaker grills.
Is rust inside anything to worry about, can rust cause a short or failure, if so is there anyway to fix it?

Not normal. Perhaps liquid was spilled on it by the previous owner, or it was stored in a humid area? Either way it sounds like it still works! :D
I don't know how to advise you on how to proceed, but hopefully there will not be any future problems.

Keep us posted with any results.
    Good luck

Not sure really either, its going. Will think the rust dust may kill it.
Should I try and strip the inside of rusty metal parts? Although some of it looks it is actually part of the chassis, e.g. plates in the bottom plastic piece, and metal inside framing of the keyboard.
