My brother has a Toshiba Satellite. (Will post exact model if needed) It has an AMD 4650 mobility gpu in it. The thing is just a few days ago the screens display started acting funny. (Images below)

Tried a ton of drivers for the gpu. Was working fine for a very long time.
No heating on the gpu. Repasted it just to be sure. Cleaned the board too.
Same is happening on an external monitor.
Tried to remove a memory stick at a time to check them but still the same error. Didn't run memcheck.

What else should I try? What can cause this issue? When is it safe to rule out software issues as a bug? And is there a non-hardware fix?
