    Howcome they dont have a 15.4 system that can be configured..... They dont even have dedicated GPU.... WTF?

    Depends on the company, where you're located and time of year, so I wouldn't call them "weird". You might as well call Acer, and other companies weird too because their models can't even be configured. Toshiba used to have the older M40 customizable with the 6600 Go, but the took that off probably due to low demand. They're focusing on their 17" right now, as they just released the new P105, which can be bought in-store and has a new Nvidia GeForce 7900 Go.
