I can't seem to find conclusive benchmark of Toshiba only Radeon HD 3100, how much less performance is it compared to Radeon HD 3200, which can be comparable to Nvidia 8400m GS/NVS 140m.
Anyone got ideas?

The HD3100 is clocked at 350MHz while the HD3200 is 500MHz. Also, the 3100 has no HDMI. while the 3200 does.

Is Mhz to 3dmark/actual performance a linear relationship?

No, it is not a linear relationship because there are other factors such as your memory frequency. You might be able to overclock it with ATITool or RivaTuner if they have support for it. Desktop variants of the HD3200 usually reach around 850MHz core, and one enthusiast website got one up to 1337 MHZ (with extreme cooling of course). Your results/actually being able to OC it will vary.

Then, is it safe to overclock my 3100 to 500mhz because it was downclocked anyway??

Yes, if there are programs that support it. Try ATITool or RivaTuner. The desktop variants of the HD3200 usually reach ~900MHz, so you should probably clock it above 500MHz if you are able to.

I recently bought a Toshiba laptop with the Mobility Radeon 3100 in it. I've overclocked my GPU on my desktop PC before but how does it work with laptops? I mean, is cooling a major issue? If so, should I buy one of those fan cooling bases?

Laptop GPUs overclock the same way as desktop GPUs do. You should not have to worry about heat if you are overclocking an IGP. If you are overclocking a dedicated notebook card, then watch the temps with HWMonitor and make sure that when you put 100% load on the card, its temperature doesn't exceed 95 degrees Centigrade.

Thanks for the info, wasn't sure how temps factored into IGPs.
Anyways, it doesn't seem ATITool or RivaTuner support the Mobility Radeon 3100 - hopefully at least one of em will in the next release -
Any new laptop will have the IGP/Northbridge on the same heatsink as the CPU, so it doesn't really matter. Also, IGPs don't put out a whole lot of heat (much less than dedicated, more powerful video cards. Good luck finding software that supports the HD3100.
