First, does anyone know if there is options in windows to change the touch pad options on a toshiba?

Second, is there anyway to disable the annoying setting on the right side of the touch pad that if you tap it minimizes the window your in? thanks a lot guys

Go to the synaptics window (may be an icon in taskbar). Click on the device settings window if not already there and then choose settings. Customize to your contention level.
