Hey I'm formatting the hd and installing XP instead of Vista for obvious reasons but I have some questions..

What utilities are necessary? Can someone provide information as to what each of these utilities do? I'll try my best but I'm not sure about some of them.

TOSHIBA Software Modem - Installs dialup modem drivers/software
Bluetooth Stack for Windows by Toshiba - ? Not sure ?
    Bluetooth Monitor - ? Not sure ?
TOSHIBA Common Modules - ? Not sure ?
TOSHIBA Hotkey Utility - Enables use of FN keys
TOSHIBA Touchpad ON/OFF Utility - Software to toggle touchpad on/off
TOSHIBA Utilities - ? Not sure?
TOSHIBA Power Saver - Power/Battery management software
TOSHIBA SD Utilities - Contain the drivers for the SD card slot and utilities to format the SD card.
TOSHIBA Assist - Toshiba notebook support?
TOSHIBA ConfigFree - Wireless network software
TOSHIBA Speech System - ? Not sure ?
TOSHIBA Zooming Utility - Zooming software feature
TOSHIBA Controls - Provides a control panel for button behavior, multimedia application settings, and Sub-LCD settings on applicable models.
TOSHIBA PC Diagnostic Tool - ? Not sure ?
CD/DVD Acoustic Silencer - Software to help quiet unbalanced cds/dvds ?

Also I can't get my webcam (Chicony 2.0 USB Camera) to work in XP, can't find a driver that XP will let me install. All the drivers I've tried say that "they contain no information about the hardware".

None of them are necessary. I disabled all of them from starting up in the registry (HKCU/Software/Microsoft/Windows/Current Version/Run and HKLM/Software/Microsoft/Windows/Current Version/Run). May also have been some in Start/Programs/Startup. I haven't missed any of them. They are still installed, so if I ever need them, all I have to do is launch the app.

If you don't install the VAP and BT monitor you'll have some hardware that's not recognized in the device manager. However, you can still disable them from starting up.
