Hi! ... After installing "Win-XP Pro" and other drivers from
the Toshiba websiteon my "Satellite A50" , it's working fine
except for the "Toshiba Power Saver" utility. Opening it
    results in the following message.....
"CANNOT open because you do not have access rights to use
    "Toshiba Power Saver""
    Anyone know why?
    TIA

Your windows user account is limited. You need to be given permission by the admin, or use your admin account if it's your computer.

Yeah, you need to get into admin. account before you can make any kind of system change like that.

It's my own notebook with no password or access
restriction set for any user ...
Under "User Accounts", I'm being recognised as the
    "administrator".
Could the 'Toshiba Power Saver' utility be looking
for some file that gets installed from the 'Toshiba
Restore' CD for this utility to run?

This is a problem for anyone who puts a fresh install of the OS on thier toshiba laptops. It occured with my Tecra M5 after the networks team in my office put a default XP build on the laptop.

The answer does not relate to admin rights but rather the lack of Toshiba Common Modules. These can be downloaded and installed from Toshiba support like any other driver and they are required for many Toshiba specific functions to be avilable. Most notably power saving.

Installing the common modules package solved my problem completly. :)
