I bought a Tecra A2 from newegg last week. It is supposed to come w/ XP Pro. As it turns out (according to Toshiba), it is an OEM version. Evidently, the OEM version does not include all Windows components (i.e. IIS). You can not install the missing components because Toshiba doesn't provide the Windows XP Pro CD. According to Toshiba, they just install what Microsoft gives them. Toshiba told me I would have to buy another copy of XP Pro to get the complete version! I have reviewed Toshiba's and Newegg's websites and I don't see anywhere where it says the OEM version is missing major components. How is a consumer supposed to know the OS is missing things?

I called newegg and they agreed to let me return the laptop (against normal policy), but they will charge 15% restocking fee. If you do the math, an OEM version of XP Pro from newegg is cheaper than paying the restocking fee!

Do all notebook manufacturers do what Toshiba does? I tried to get the Toshiba rep to state Microsoft sends the same OEM version to all manufacturers, but he would not bite. I had earlier told him his competitors provide complete versions.

I called MS to double-check Toshiba's story. MS says they ship the same OEM version to everyone and that the OEM version is complete. MS did say Toshiba does not have to provide an actual Windows CD though. Even w/out the CD, MS did say Toshiba should provide a complete version. I will now attempt to climb the ladder at Toshiba.

You sure that it doesn't have IIS. I know you have to install it via Add/Remove Windows Components. MY Tecra M2 came with a Toshibaized version of XPPro CD, and I loaded IIS, Fax, removed games, etc...

Note: Also had to use Winzip to unpack MS OneNote off the CD so that I could apply the OneNote-SR1

Well, I called Toshiba back and got through to their customer relations department (not in Irvine) and got the same answer. Toshiba does not provide the complete version of XP Pro. This guy wouldn't elevate my call. He said to write Corporate Customer Relations in Irvine, but couldn't provide a telephone number.

I was able to find the corporate phone number on Toshiba's web site. I got through to a guy in Corporate Customer Relations (in Irvine). We had a nice, friendly chat. He basically says the same thing that Toshiba installs what they want to install and that is it. Obviously, my next complaint would be that Toshiba is misleading the consumer. Toshiba does not disclose that they are not providing all components of the operating system prior to purchasing. He acknowledged this and repeated that "legal" decides what can and can not be done.
