Well you're in a pretty tough situation...

Typically, once you've deleted the recovery partition it is just gone. However, there are tools that can help recover deleted files and restore lost partitions.

The one that I used with great success was TestDisk. It was able to both retrieve my old files and also rebuild my last few partitions.

There is some other software mentioned in this thread:

I can't guarantee it will help you out of your predicament. All I can say is it worked for me.

I hope you have luck with it if you chose to try it.

Sounds like you're going to need to try Gregory's suggestion. With the partition deleted, I can't think of a way you can completely restore it short of sending it back to the factory and having them reimage the drive with the original partitions. Of course, reinstalling Windows from scratch and installing your drivers and programs achieves essentially the same thing, it just takes longer.

I'm not sure about the legality of that. Even if is ok legally, I doubt you will find it. It would be a massive download. I have seen threads of people discussing downloading the operating system itself, but not the whole recovery partition. I don't think Microsoft approves of that though.

Your best bet at this point would be not to focus on recovering the lost partition, but to get yourself an install disc to do a full clean install.

Call Toshiba and order a new install disc. They will charge a little for this, but not nearly as much as a new copy of the OS. Also not nearly as much as having their techs put a new recovery partition on.

EDIT: Once to have Windows installed you can create your own recovery partition by using 3rd party software such as:
