if i'm watching a video or clip online the sound is fine. i'll never reach full volume.

when i put a dvd in, with the volume to 100, you have to REALLY pay attention to what they are saying.

    why is this?

    is there a fix

Well, to put i bluntly, laptop speakers suck.

You should check the DVD program, see if it has its own volume control thing.

For example, the DVD program may be at 50% volume, even though your external control on the laptop is at 100%.

ToshibaDude is right on. My Satellite L25's speakers are seriously worse than crumby $10 head phones.

I'd suggest you buy speakers to plug into your laptop while watching DVD's. Or get headphones.
