Well the thing is that if you turn off the fan, or "make it so that it doesnt turn on constantly", you will fry your cpu and gpu. At which point, you will have to pay hundreds of dollars to replace them or buy a new laptop.

The fan goes on for a reason, and it does so at the specified temps of your components. If you dont like it, then return it and go buy a fanless ultra portable laptop.

So you have to ask urself, what do u value more? Your laptop/money or the slight annoyance that you get from the fan.

well thats not entirly true.. i just tested it out to see if it was the temp that made it turn on by sitting it on top of two ice packs.. and it still did it

This is a problem on during the initial calibration period.
I was really annoyed with the fan too for a few weeks, but...
Pretty soon your brain will calibrate and won't even notice it anymore. :D

Yeah, that fan seems to be coming on pretty excessively. Hopefully Toshiba will release a driver or something to fix it. I'm getting used to it now tho.

It is the temp...every computer has certain temps of the cpu/gpu that the fans turn on/off.

Get urself notebook hardware control and watch the temps that way. Just cuz u put it on top of ice doest mean squat.

ur right the fan goes on when the cpu get to a higher temp.. so then tell me why when on top of ice when the computer actually get cold it still does it?

Because the ice doesn't do much first of all. Second of all, the fans prolly go off a certain low temp. Just because you put ice on the bottom doesn't mean that you achieved the desired temp where the fan goes off. It prolly cooled ur laptop, but not to the point where the fans go off completely.

Since fans blow around the ambient air inside ur room, that's what has to be cooled off in order to cool off the cpu more. So if ur room is cold, then the fan will be able to cool down the cpu better. But if ur in a hot room, u can put all the ice u want on the bottom, the fan is still blowing around hot air around ur cpu.

i understand what u mean but its not like a normal thing... the fan will go on and off like 10 times within like a 45 second span

That is a little odd to be going on and off that often. Are u running the latest bios? Make sure ur fans and heatsink are clean and free of dust.
