Well, it might be that the connector between the transformer that the lapyop isn't working correctly, and that the transformer itself is fried or not giving the correct voltage. Try to purchase a new one. Go to your retailer and ask for more info.

Tell me this : you have an AC adapted, correct? Is it a brick? If so, 2 options :

    - I think the problem is INSIDE the brick - I mean that maybe inside, the voltage transformer is not working correctly.

    or

    - The tiny connector between the AC adaptor and the laptop's PSU is not workong correctly, or, the PSU itself is not giving the correct amount of power.

Ok..I think i found out what the problem is..i opened up the laptop an found something buirned on the board..i dnt know what it is but it seems to one of those little black things on the board i touched an it an just came up off the board..In that same is spot is burned it's located in front where the wireless card is located..
I have been looking online trying to find out the model of the motherboard it's a Toshiba C655-S5082. is there a way that i can get that lil part from another laptop an try solder it back onto the board??

Well in cases like you described it is usually either the adapter (best case) or the charging unit connector on the motherboard (worst case).

If your machine is still under warranty Toshiba should be able to replace the motherboard for you.

If not ... hmm ... you may have some pretty serious problems. I guess you could try and track down the individual piece/part an solder it on ... but for me (and this is just me, mind you) such an undertaking is an iffy proposition and there could be other unknown problems not immediately apparent with the motherboard.

If possible the best solution would be for Toshiba to replace the board imo....
