    Correct me if wrong. CF-19MK3 is Vista OS (down grade to Windos XP PRO), from the factory.

    You could be right, it's not for me but a friend of mine asked me if I had one. My guess it's something you would have to get from heartland or Panasonic.

    Just checked CF-19MK3 (K / L) came with XP , XP Tablet 2005 , Vista , Windows 7 32bit or Windows 7 upgrade

    Yes! MK3 has a recovery disk for Win 7. I do have but you need to have a valid key. Its not like the xp that when you installed it. It was already activated but for Win 7 it does not.
