I am sorry if this message is not in right box. But I feel very angry with the way this seller works.
Here is link I bought the battery from him.
Panasonic CF-VZSU1428 CF-28,CF29 Media Battery ( NEW ) - eBay (item 160422778387 end time Apr-21-10 12:15:50 PDT)
He stated: NEW NEVER USED, and 3-4 hours.
But actually: the battery was USED with scratches, and it only can run in 1h and about 15 minutes with very normal working condition without wifi.
He refused refund, he only accept replace, what's the heck it is with a NEW NEVER USED item like that.
Another annoying is that, when I opened case with Paypal, Paypal tried to decide the case on the seller's favor within 12hour only, which is very strange with me, even if I left a negative feedback for him <normally Paypal will allow you return item if you leave negative feedback>.
I absolutely don' know what's going on with that case, but this seller is absolutely a lier and worst seller I have experienced.

UPDATE 5/5/2010: after trying hard to work together with the seller, at this moment we have a quite potential good solution for my case.
The seller agrees to take back the battery and check it (I just ship it out today with new hope). He promises if the battery is not good as that, he will replace or refund depends on real situation.
BTW, I feel better now as he responses with the case better than others that I had bad experiences with.
When I finish this case, I will report all about the seller's action. If it is worth to claim that he is a good seller, I will UPDATE right in the first post.

Check the battery wear level (I'm sure NHC does this, perhaps even Everest home/BatteryBar/BatMon/MobileMeter). If the wear level is not 95%+ then perhaps you have a case, otherwise, not much you can do. Perhaps the battery was not authentic. Either way, why did you buy from a seller with only 9 feedback?

OMG, now the battery only can run 10 minutes and dies. I just use the battery 2 times until now.
I totally lost money here.
Paypal is working like a THIEF Protector in my case. I am appealing them but it seems that there is something hides in this case I don't know. They
All seems so BAD and ANNOYING with me.
PS: I will keep in mind that will never buy again from some one who has less feedback than 100.
Only reason I bought it because at that time nobody sell that kind of battery -
Unfortunately here, it is entirely possible that you did receive a "new old stock" battery that has been kicking around 6 people's shops (and has suffered concordant "shelf wear") before it wound up in this guy's possession.
Why would this matter? Because they've been making this battery since the days of the CF-28, which means it very well could be that it was made as much as 8 years ago, and these batteries have a manufacturer's recommended shelf life of less than 2-3 years, after which point they deteriorate whether you use them or not.
Unfortunately, Panasonic does NOT place handy date codes on these things; so you really have no way of knowing if it was made last year or last millennium...
Of course this doesn't help you, or make it any less infuriating that you spent all that money on a doorstop; I would AT LEAST get the exchange before I go thermal on him though...

Well... first... I think the price is a little high.... I wouldn't pay over $100 normally. You just need to look and keep your eyes peeled. $150 is on the high end unless you get a few grams of gold bullion along with the battery.
Second... As Mnem points out.... They can say new all they want.... I'll bet that if I sold you a 2005 car/truck that has been sitting for that length of time... It wouldn't start right up either.
These have a limited shelf life. New, used, whatever...
A seller with 12 sales is a flag in and of itself!
Next time, unless the seller has a great and lengthy sales record... Make sure that the "new" battery has been tested. We have a forum member here (TracyClint maybe?) that actually checks the life of each battery he sells. He has Panasonic battery testers and checks each one he sells to make sure you get what you pay for!
I have two "BRAND NEW" media bay batteries for the CF-29 that are DEAD!.... Red flashing lights withing 30 seconds of hookup. These both came in the factory boxes and do not have a mark on them. They are obviously NOS that sat around too long. But to be honest... I bought them KNOWING they were dead... I was just hoping for a way to resurrect them. NOT!
All these batteries are mix of everything discussed here.... You have good and bad sellers.... And good and bad batteries.
Too bad they ALL don't have RESET buttons.....

however, this Toughbook brings a lot of tough things to me to start with it, by the way, I love this first CF-29 Mk4, even if it does not have microphone and webcam built in. -
