Hi I'm debating what LCD monitor to get between
20" 1600 x 900

and
23" 1920 x 1080

I know that i'll have a better performance with the 20" since it's using the lower resolution but how much of a decrease in performance would i see if i hooked it up to the 23" and it's native resolution? I'll be playing some what intensive games.

Get the 23". You can always run games at a lower resolution, but never a higher one.

Do they have anything to do with Sony?

You'd probably notice a non-native resolution more with text and aliased edges than with antialiased edges and textures in games. Try playing a fullscreen game on your laptop below native resolution (800x600 or something)-- you'll see what I mean. Imagine that on a bigger screen and voila, that's what you'd get.
Besides, when you do 1080p movies, you could run them full res on the 23" monitor.
