I was led to believe the A series was the top of the range vaio's for example the A517s but I have compared this with the VGN-BX197XP which I think has a greater specification for a similar price,is this right?

It is very likely, but I cannot say for sure since I am not quite familiar with all the specs of the European models.

A series was designed for home entertainment and BX was designed for business, so the biggest differences between them will be on stuff like TV tuner and other multimedia capability, connectivity, and softwares. For things like CPU, HDD, or RAM, BX197XP can easily be equally, or better, equipped, comparing to an A517.
