I have set my CPU to high performance and it is plugged in and on speed mode.

But when I run CPU-Z (an application to measure CPU speed in real time)

It shows only 1000 Mhz., rarely does it go upto 2166 MHz. for a second then reverts back to 1000 Mhz.

    What gives?

You can adjust how much CPU speed you need on your laptop when on battery. Try tweaking that. It's good that your cpu is not at full load!

It's called speedstep. What it does is lowers the multiplier when all the frequency is not needed. This allows better energy conservation. Why are you bothered? If you need all those cycles, then the CPU will revert up to the 2166MHz.

I know that desktop motherboards you can disable it in BIOS, but about laptops I'm not sure.

I'm bothered coz on al my previous laptops which had SpeedStep technology, and when I plug the power on, the speed is a steady full speed. on mine it keeps fluctuating every sec even though it is on POWER and on high performance scheme in the power options

just leave it! when you need the full 2.16GHz you WILL get it, and if you have it running on 2.16GHz all the time your CPU will wear our & die quicker (altho not much quicker), your laptop will always be a fair bit hotter, AND you will use more power in order to keep the CPU at that speed and run the fans to keep it cool!
