As title says, I'm completely dumbfounded I've never had this happen before
All drivers are installed and nothing missing in device manager

    Sony Vaio Pro 2013 i5 4200u

Nothing's changed in my bios setup since I """"""""""upgraded""""""""" from glorious Windows 7 (but I'm forced to 10 because of update support) but now the laptop is running not even half as fast as it used to

    How are your temps?
What software did you use to confirm that the CPU isn't going above base clocks?

Temps are 40 average according to realtemp, using windows task manager (performance tab) to see the clocks, used to hit 2.6ghz, now it won't even pass 1.9, most of the time stays at 1.2ghz

What is the power setting, is it set to balanced or performance, if its set to Battery saver thats expected.
Do you have all your drivers up to date?
