Do you have the Battery Care enabled?

You must have had battery care enabled in Vista before you upgraded to Windows 7. I had exactly the same problem. I don't know how or why, but if you left it active before you installed Windows 7 then Windows 7 uses the battery care settings.

Luckily I had a dual boot system, so I booted back into Vista, turned Sony Battery Care off. then when I restarted and went back to Win 7 it was fine.
