    I don't think you can? I think anyway, well normally on a desktop you can like configure it inside your BIOS - but usually these features are locked with laptops.

    Unless you can find a real-time software modifier???

    Use a program like Notebook Hardware Control or RMclock. Your computer should automatically throttle. You won't be able to adjust the FSB speed though, so I'm not sure why you'd want to.
