Have you turned on microphone boost? I don't know what its like in Vista/7 but in XP you go into Control Panel/Sounds & Audio Devices/Audio and click on the 'Volume...' button.

Make sure the microphone volume slider is a good way up and then press 'alt' to bring up the options menu and tick 'Advanced Controls'. This will put a little 'Advanced' button underneath the microphone slider. Click this and if you still don't have enough gain, tick the 'Microphone boost' box.

The way control panel is arranged is different in Vista/7 but the process should roughly be the same (some buttons and tabs might have different names though).

Do any of these settings help, how about fiddling with those under 'Enhancements'?

And you have done nothing else to the machine since the restore? If that is the case, then you have a hardware issue, plain and simple.
