So, I installed the Windows 8.1 preview on my new Pro 13 - while it works mostly OK, there are some issues with some of the current Vaio and 3rd party programs (I.e. GoToMeeting). I was dumb and I didn't create a set of recovery discs, relying instead on the recovery partition. For some reason, the recovery partitions are completely empy, and when trying to do a System Refresh or Factory Reset, it asks me for recovery media, which I of course don't have (I repeat, really dumb of me).

I called Sony, and the Recovery DVD is now available, but it costs $55, and it will ship in 7-10 working days as it's "An on demand title". Does anyone have any ideas where I could get a set of Pro 13 Recovery DVD (Or ISO images)?

Just want to let you know that it is not appropriate to post question in this sub forum.
Here is my answer to your issue:
Don't tell them (Sony Support) the truth. You can just claim that somehow recovery partition doesn't work and ask them to send a set of recovery DVD. They once told me they will send it free within 30 days of purchase for free.

I have the exact same problem. Let me know how you go, I'd be interest to find out. I didn't understand why installing the preview would mess around with the recovery partition but then through some research found that the 128GB ssd model doesn't have a recovery partition and you are expected to create it yourself immediately after turning it on for the first time.

Recovery partition would be always there for you in ccase of need unless you wipe it accidentally for fresh install. Turn off your laptop and turn it on with ASSIST button, you will see boot menu.
