It has only 64 MB of dedicated RAM onboard but shares 256 MB from the System RAM.
So this equates to 335 MB in total right? but is it really as effective as a GPU which has 256 MB dedicated memory? or is the normal system RAM much slower than the GPU dedicated RAM?

The dedicated ram is just a marketing scheme, it's really gddr3 is better than gddr2 as the clocking speeds are way different.

The dedicated Video RAM is always faster than the System RAM.

yup, dedicated VRAM will be quicker in general, and also by the simple fact this is is situated a lot closer to the GPU! This might not sound like a big deal, but it does affect the response time by a little bit!
