Does Sony UK keyboard have US Dollar Key?

Yes, it's Shift-4 (next to the £ sign!)

Yes, UK keyboards have one more key than US keyboards. Some of the symbols get moved around (eg #) and usually one of the shift keys on a UK keyboard has been shrunk to provide space for the extra key.

Do I need to change any setting if I install US version of Windows?

During (or after) install, you need to chose UK keyboard (UK extended if you need accents). You can also have more than one keyboard layout, and switch on the fly (for example if you want to have an external US keyboard connected to your laptop). The settings are in regional settings (keyboard section, of course).
