The Fn button that controls my sound do not work. If I mute the sound, Windows is still audible. The same for the volume control. Although I can press it and it pops up on the screen, Windows still plays the volume at the unadjusted level.

Is this normal or was it meant to be used for something else?

Check of the S1 and S2 buttons, those can be assigned for audio mute

This will work, Thanks for the work around.

However, I wanted to get the Fn buttons to work, or find out why they don't

Just tested this and it does not work. The s buttons and the Fn buttons work for most other things except the volume controls :(
