Control Panel -> Power Options -> Vaio Power Management for XP.
Control Panel -> Power Options -> Change plans setting -> Change Advanced Power Settings -> VAIO Power Management for Vista.

Note: I don't think you can completely turn off the fan. You can only slow it down. Unless you have Core 2 Duo ULV, turning off C2D regular version may kill it.

If you don't have the ability to change the fan speed (it's grayed out), the CPU Control must be set to Adaptive first, and if you don't see the CPU Control and CPU Fan Control options in the list, you must edit the Data.ini file located in %programfiles%\Sony\VAIO Power Management\DATA and set the Enable setting to 1 under [Function10] and [Function15] (search for those strings). If your version of VPM has [Function10] and [Function15] sections that are unrelated to CPU Control and CPU Fan Control, the Strings.ini file has an organized list of all available settings under [Function].
