This near-new 670 is excellent, and has yet to go on a trip or run on battery for any length of time. It's a desktop replacement that travels from home to office and back, and there are Sony chargers at each location.

I can mouse over the battery icon and see:

    "XX% available (plugged in, charging)
    Current power plan: High performance"

    However, sometimes I see
"XX% available (plugged in, not charging)"

and XX might equal 50% or so...

I have never seen anything close to 100%.

    What's going on?

A perfect diagnosis, and it turns out to be an advantage rather than a problem as it extends battery life in this mostly desktop-replacement unit.

Thanks! One of these days I'll check the Manuel, if I can find him. We're in San Diego, so he lives nearby.
