Hi I recently purchased the Sony VAIO F Series Black w/ Core i7-720QM, 4GB, 500GB, Blu-ray Combo, 16.4in, GeForce 310M, Win 7 Home Premium 64-bit and I was wondering how I am able to make it go from 1.60 GHZ to the 2.80GHZ with the turbo boost. Thanks.

You don't have to do anything. All four cores do not turbo. When the cores start getting pegged, you get these speeds:
i7-820QM:
Max Turbo Boost Frequency
4 Core: 2.00 GHz
3 Core: 2.00 Ghz
2 Core: 2.80 GHz
1 Core: 3.06 GHz
Core Frequency: 1.73 GHz with DDR3-1333
i7-720QM:
Max Turbo Boost Frequency
4 Core: 1.73 GHz
3 Core: 1.73 GHz
2 Core: 2.40 GHz
1 Core: 2.80 GHz
Core Frequency: 1.60 GHz with DDR3-1333 -

The i7 uses intelligent power gating. When you have an app that is single threaded, the i7 will take that one thread, Hyper-thread it, and in a sense "shut-down" the other cores. The same happens with dual-threaded apps. It really doesn't shut them down though, it just lowers the amount of power to the inactive cores and re-directs it to the core(s) that are being hit hardest. It does this to stay within its TDP rating. To the best of my knowledge the i7 is built with a TDP of 45w.
