my notebook hard drive gave up on me so I am replacing it with Seagate 60GB Ultra ATA/100 (I think it is compatible???). When I placed the new hard drive and start up, it give me "No operating system found". I have gone in BIOS and make it boot in CD ROM but I don't think it's reading the CD ROM. There is no power and I tried to eject the disk but no response from the CD ROM. Any help please?

It may be a BIOS proble. Some of older Sony's won't support a drive over 30Gb. Check this thread:
