I am trying to fix this unit for a friend of mine, he complained was working too slow, when I first got it, I was able to go to Windows and navigate around the system very slowly so I am trying to reload Win XP but formatting the HDD stuck at 21% so I figured this should be a HDD problem, powered off the unit hoping to restart and run chkdsk on it but now after the power on and initial logo and chime I am getting this message:

I tried pressing F8 to get the various options which works but trying to go into Safe mode brings back same message above, what can i do here please?

It's days of life have ended.
Use external booting to recover data from it. Also you need to buy a new Drive preferably a SSD.
