When in speed mode, the fan is very loud when using web broswer even when there is nothing else running in the background. By loud, I mean it sounds like a jet. If I leave the browser on idle, the fans goes back down to being silent. I'm not sure what is going on but in stamina mode, the fan is always quiet. What's worse if upgrading to the latest raid drivers causes the fan on both speed and stamina mode to run continuously like a jet even with no apps running and the computer on idle.

Check in the task manager which process is keeping the cpu busy. Google the relevant process to find fixes. In browsers, close all tabs you don't need and delete the browser cache.
RAID driver, install one that supports your controller. Www.win-raid.com

^ What he said. Additionally, if you haven't cleaned your fan in a while, there might be some dirt on one of the blades that might be adding to the noise. A clean fan running full blast gives a whooshing sound that's not as annoying as the whine from a dirty one.

Also, check the temperatures of the CPU and the air coming out of the vent. If the air is cool, the thermal paste might need changing. If the fan is spinning but not much air is coming out, the vents are blocked and need to be cleaned.
