Hi (I'm from UK btw)
I found a pretty good deal on eBay for the Sony Vaio VGN-TZ198N/RC. I am under the impression that the model is not available in the UK. So anyway it is extremely cheap at £336 plus £45 postage. Is this likely to feature foreign plugs and will it play Region 2 DVDs .etc?

That's amazingly cheap (~£1k below the retail price) so check it out carefully.
The DVD drive should be no problem if it's new: 5 region changes are allowed before the drive locks to a region.
The mains plug may be different but this is no problem. Either change the plug or get another mains cable with the appropriate plug for the PSU (they are all either a standard 2 pin or 3 pin).
A non-UK notebook will not have a £ sign on the keyboard. This can be a little inconvenient.

I am seriously tempted by this but I am a little worried as it does seem incredibly cheap and the 2 people who have already bought the item have 0 feedback which could be an indication that the seller is making new accounts and "buying" them?

Oh please, its obviously a scam. The seller's account was created in the UK but the laptops are from China, and he is selling American laptops? Its a hijacked account by a Chinese scammer (seeing a surge of Chinese scammers now), just another one created to sell non-existant laptops.
This laptop retails for $3999 at SonyStyle USA.
These idiot scammers do this all the time, and the pictures are stolen straight from Outtrigger's review and the description from Colpic's auction, and he only takes bank transfer. If you want to send your money and get nothing in return, then go for it.
