If you want to use some ExpressCard USB 3.0 to connect external hard drives, go to Advanced power settings in Control panel and disable sleep for usb devices. Otherwise when a usb hard drive goes to sleep being connected to pcmcia or express card won't recover.

Go to Control Panel -> Power Options -> Select a power plan "Change Plan Settings" -> Change advanced power settings ->
    • Hard disk: Turn off hard disk after:
      • On battery: 999999 minutes
      • Plugged in: 999999 minutes
    • Sleep:
      • On battery: never
      • Plugged in : never
    • USB Settings
      • USB selective suspend setting
        • On battery: disabled
        • Plugged in: disabled

The issue doesn't happen and the hard drive wakes up perfectly if connected to a normal usb port, when you try to access some file. However when using express card or other nasty ports never allow any kind of sleep or may not recover properly.
