    This phenomenon happens when it is connected to an external monitor via hdmi cable.

    The monitor doesn't replicate this problem, only on the laptop display.

    Both the laptop display and monitor support 1080p and 60hz so I'm not sure why this is happening.

    The flicking lines occurs whenever frame rate is present like watching videos with fast pace movements or even scrolling really fast in a web browser.

    It's similar to the issue I encounter when I use the laptop in basic theme watching videos but much worse. Unlike the basic theme issue that I solved by switching to windows aero theme, it doesn't work with a monitor connected.

    I'm running windows 7 professional 64 bit
