i was told i should ask other owners about that, so if any other ea16fa owners are out there.....please tell me, is that normal for the 5650 to act like that, or is it a defect, or am i just being obsessed.?

If its bugging you this much, have you tried a fresh install of Windows 7? It fixes a LOAD of problems people have with OEM installs, especially with drivers.
Also, I guess this is you? If the people at ATI can't help you, and it isn't listed anywhere else on the internet, as that is now a mass manufactured and implemented part, then there might not be a problem with the 5650. The problem is in your drivers... Promise. Back up your stuff, do a fresh install, NOT an OEM restore, install all of your drivers from the ground up, and then see if the problem is still evident. -

You can just download Win7 and put it on a bootable USB flash drive, or burn it to disk
