I posted this problem and then found the solution in Vista Tweeks.

However, after disabling TMM in Mobile PC, I still get a double screen flash after the Vista start page is on screen.

Essentially, the final screen appears, with all icons, and then flashes on and off twice.

I went back and did confirm that the TMM mobile PC switch is disable.

    Any suggestions.

    Thank you

I have a Dell 1720 which did something similar. I followed these instructions to disable TMM
    It worked.
But then I did a Windows update and the blink came back. I repeated the above instructions, changing the TMM setting to "Enable" and the blink was gone. Seems to be a registry problem, so Enable now means Disable and vice versa.

Sorry, but that really doesn't make sense. In either case, I get the flash when it is clicked disable, or enable.

There is a setting for "trigger event." I tried setting it to "on a one time scheduler" and made the time a moment in the past. I then disabled the setting. I still get the flash.

    Input????

This is perfectly normal for vista and its expected on all computers is it really affecting the use of your computer that much that it has to be fixed? When graphics drivers refresh the screen you always get a flash you see it happening alot when starting up a 3d game. You could always disable aero and turn off the sidebar and a few other vista features and try different graphics drivers.
